ability to set fee in sat/b instead of absolute #12

I would like to set the fee in sat/b instead of only being able to set absolute values.
This would include the option to send 0-fee transactions.

sat/b would be very helpful. To switch between total and sat/b on fee choice screen would be awesome and has been asked for by many users in TG
