Enable metrics for csi-driver-registrar

I need to scrap the csi-driver-registrar (efs-csi-node daemonset) metrics but the current csi-driver-regirstrar container is not configured to allow scraping metrics.

I would like to be able to do the same thing as here feat: enable metrics for csi-provisioner #1378
