Layout header element

The header element (displays logged in status, log out/in button, and link back to room index) should exist across the app.

• As a user I want to be able to see my sign-in status at all times in the application.
• As a user I want to have navigation to the room index available from all pages.
• As a user I want to be able to log in or out at any time from any page.
