Adding cyright (easy copying pyright)

It would be nice having the cyright LSP (https://github.com/ktnrg45/cyright). It's basically a small fork of pyright, so I guess that everything should work by just copying the pyright configuration and changing the repo URL and the name, plus the file extensions where it should start (pyrex filetype).

I could try to do a pull request, but I don't know how to test it...
