To package this application into Fedora rpm it's required to get license text exactly from sources.
So GPL3 text must be right in source tree.

It is formal requirement, but automatic package checking requires separate license file (and more - exactly coinciding with original license text).

Ordinary package spec excerpt:

%files
%license LICENSE
%doc README.md
...
