Missing commands from new Scoped Element API's

Description

A few missing commands must be added to deprecate old global elements in favor of new Element APIs. Here is the complete list of commands:

• Add missing isEnabled command to new Element API #4032
• Add missing isSelected command to new Element API #4036
• Add missing isVisible command in new Element API #4037 (with alias -- isDisplayed)
• Add missing isPresent command in new Element API #4055
• Add aliases for find() and findAll() command in new Element API #4057
• Add tagName as an alias of getTagName in the new Element API #4175
• Add aliases for getCssProperty command in new Element API #4167
• Feat: Add aliases for getAttribute in the new Element API.  #4170
• Feat: Add prop and property as an alias of getProperty Command in the new Element API  #4173
• Add text as an alias for getText command in the new Element API. #4179
• Add ariaRole() as alias for getAriaRole() #4159
• Add accessibleName as an alias for getAccessibleName in the new Element API. #4177
• Add rect() as alias for getRect() command. #4128

Suggested solution

Changes that needs to go in

• a mechanism to add alias for the commands under web-element
• add missing commands
• add respective aliases for the particular command.
