Bridge with static target throws error during build

Steps to reproduce

Use target: 'static' and nuxt/bridge`, then build storybook.

What is Expected?

Everything goes smoothly.

What is actually happening?

The error [nitro] Please use nuxt generate for static target is thrown.

Additional comments

A similar error (for nuxi prepare instead of storybook) is fixed here nuxt/framework#1971.
