Dependency seq without an explicit version range is being interpreted as version base which seems to be the 'default' version: http://opam.ocaml.org/packages/seq/
This version requires ocaml >= 4.07.0
This breaks packages using older OCaml versions
Fix would be to specify an explicit seq version e.g. 0.2.2 which does not depend on ocaml >= 4.07.0

So, the versioning mechanism has just been explained to me. Apparently this is a little bit of package resolution to make the compat package work automatically across OCaml versions. Closing this issue, and sorry for the noise!
