Create a pem key pair (see https://github.com/open-horizon/anax/blob/master/exchange/messaging.go#L377)
Copy netspeed policy file as netspeed2 and sign with new key (both deployment string and workload docker images)
- Probably need to modify seed-torrent script to accept different key
Add new key pair to device via new anax api
Register netspeed2 via reg_all
