Bug: IEAM portal node deployment status mismatch #4080

Describe the bug.

After we unbind policy/service on target node , we can still see deployment policy showing 1 service running

The record will disappear if you refresh the page , after couple refreshing page , the record about deployment policy will pop up again
We did not do any service deployment on the target node which means 0 service should be running on the node.

Describe the steps to reproduce the behavior.

  1. create a normal service and bind service node with policy
  2. make sure services are running on the node
  3. change or revoke policy
    I can not reproduce this every time , but the incorrect record of deployment policy will exist around 10-20 mins

Expected behavior.

Once we delete the service running on the node
we should see nothing in the deployment policy list tab
