Feature Request: update the anax Makefiles to support the RISC-V microprocessor architecture

Is your feature request related to a problem? Please describe.

The anax makefiles will want to build anax and hzn binaries for RISC-V.
At least initially, let's skip the anax-in-container makefiles because that requires UBI9 base containers that aren't available for RISC-V.
