Documentation📄: Add landing page for FDO

What is the current documentation state?

We have pages about FDO technology that are scattered throughout the site in appropriate categories.

It would be nice to also add a page that describes what FDO is (pointing to existing content elsewhere, like FIDO Alliance specifications and the FDO project in LF Edge). The page should also link to all FDO resources in the documentation web site, as well as pointing to the FDO-support repo.
