Request to create semconv-llm-approvers

I'd like to request creating a new approver group semconv-llm-approvers and add the following approvers to that group:

@cartermp

This group would be the code-owner for spans and metrics for LLM applications/frameworks which are to be added in #639

Hi! I created https://github.com/orgs/open-telemetry/teams/semconv-llm-approvers and you can already go ahead and update the CODEOWNERS file in #639 based on the file paths introduced there.
