rename GitHub-repository to "guidelines-institutional-thematic-repositories"

These guidelines are focus on institutional and thematic repositories instead of only literature repositories.

I would like to propose that the name of this GitHub repository be more in line with these guidelines to have a clear distinction from the previous guidelines and the types of resources defined there.
