[FEATURE] Add Jenkinsfile to cover Dashboards version decoupling

This request was related to RFC's matrix collection, which use specific version of Dashboards to run unit/integration/functional tests to against all different versions of OpenSearch.

What solution would you like?

We leverage the Jenkins pipeline to trigger all the tests in parallel, and collect the matrix support for each version of OpenSearch clusters.
