[FEATURE] Support timezone from advanced settings for CSV reports

Is your feature request related to a problem?
Right now csv reports do not respect user configured timezone in advanced settings (e.g. browser time PDT but csv reports will be in UTC)

What solution would you like?
Support advanced settings for csv reports, similar to opensearch-project/reporting#209

In version 2.9 it still does not permit the user configured timezone in the report from discover.
