Wix 4 created .msi always asks for reboot on uninstall, unless installed service is stopped manually first

If service is stopped manually, uninstaller runs without any problem. Otherwise, it requests a reboot which is annoying.

I have set:

<ServiceControl Id="SERVICE_CONTROL" Name="$(var.SERVICE_NAME)" Stop="uninstall" Remove="uninstall" Wait="yes" />

so it should wait until service is stopped before attempting to uninstall it.

Manually stopping the service takes 3 seconds, so it should not be a timeout issue.
