Add support for Coretime

Coretime will be available soon in the testnets and it introduces major changes in the Relay chain - parachain relationship and interfaces besides adding new functionalities.

Currently API Sidecar has a whole namespace for endpoints related to query info of parachains in the Relay Chain.

It is expected that many of these paras endpoints will need to change or be removed when Coretime goes live. For example, there won't be more parachain auctions or crowdloans as happen currently.

Consider this is issue as the overarching issue for all the changes needed to support Coretime functionalities from Sidecar. But it is expected that this will entail many PRs and complementary issues.
