Plugin will only work under SIP disabled mode in El Capitan 10.11.4?

I'm on El Capitan 10.11.4
Dunno why but the plugin will only work when I'm in SIP disabled mode...

Also, step 2 of norio-nomura/EasySIMBL#26 (comment) says:

installing SIMBL-0.9.9 at /System/Library/ScriptingAdditions/

but when I finished step 2, and this plugin is working well (SIP disabled mode tho), there's nothing added to the ScriptingAdditions folder (the content is the same as when the plugin is not working under SIP enabled mode):

Is there any way to fix this?

I managed to get SIMBL.osax into /System/Library/ScriptingAdditions/ by uninstalling SIMBL and reinstall it under SIP disabled mode per instruction in the #26comment
However, when I enabled SIP and reboot, the plugin still doesn't working under SIP enabled mode. =(
