Performance degradation in quictls 3.0

hi. i want to use quick in haproxy .
i want to know is this issue still exists in version 3.x or not ? (please see image below)
should i use version 3.x or 1.1.1 as mentioned in haproxy blog ?

This is due to upstream performance issues in OpenSSL 3.0. There have been improvements in 3.1, and we can look at possibly pulling some additional improvements from 3.2.

Is there a good source for performance comparisons that show this, perhaps also with some competing SSL libraries?
