Suggested in rabbitmq/rabbitmq-federation#43.

DELETE /api/federation-links/{link-id}
DELETE /api/federation-links/{vhost}/{link-id}

Links may need to get a human- and URL-friendly ids (a pseudo-randomly generated string would suffice).
