If services are down we might not want to send balance updates or other messages to them as they pile up in the DB.

On the other hand, users which are offline for 2 consecutive days will be deactivated, all devices will be deleted and pending toDevice messages to those devices will be wiped out of the DB once this is implemented matrix-org/synapse#3656.

The matrix issue is solved. That should be enough.
