Follow on work from: #10705

We should show a tooltip with the error message when in an error state, e.g.:

(note, mis-spelt deployment name shown here to cause an error)

The box should also be clickable in the case that the deployment exists - we should show the hand icon and clicking on it should take you to the deployment detail view for the fleet controller or agent.
