Cluster provisioning config views throw errors when a standard user/cluster member views them #10734

This bug was reproduced with RKE2 provisioning on digital ocean, ec2, azure; and AKS provisioning - whoever works on this should check behaviour in other cloud providers.
To reproduce:

  1. Create a new rke2 cluster in eg digital ocean
  2. add a standard user as a cluster member
  3. login with the standard user and navigate to the cluster management list view
  4. right click the three-dot menu for the new rke2 cluster and select 'view config'

result:

expected result:
the user should see the machine config inputs filled in, uneditable, no errors.
