Racial Demographics description is incorrect

Describe the bug

The racial demographics description is incorrect. Empire City is mostly dwarfs and lizardfolk, however, the description says it's mostly humans and gnomes.

To Reproduce (bugs MUST be replicable)

1. Go directly to editing a town.
2. Finish editing a town. Set the racial demographics.
3. Go back it into the editing a town screen. (Racial demographics will be reset to default. Issue Racial demographics not saving after being edited #645 ).
4. Edit the racial demographics again.
5. Save the town.
6. Check the description.
