关于构建速度优化建议 #1

在每次执行构建完毕，后续即使代码改动很小但重新构建的时候总会去全量拉去代码，一旦项目体积庞大时会特别影响构建速度。希望能增加一个选项配置，可供选择为全量重新拉去代码构建或者只拉取改动后的代码构建。 @srillia
