Can I move selected text by mouse drag action with auto-scroll and drop on other region on the same working document?

Problem description

I just want to suggest a common way of text editor feature which I never experience on sublime - a mouse drag-drop with auto-scroll.

Preferred solution

A feature of mouse drag-drop with auto-scroll in order to move selected text to any editing area of a document.

Alternatives

I have no idea.

The editor actually doesn't scroll if caret/mouse are moved towards boundaries of visible viewport, while text is dragged, which significantly restricts/limits drag_text feature.
