Spacemacs cannot verify the authenticity of the stable ELPA archive (spacelpa)!

I received this error on Emacs 27.1 for Windows. Spacemacs version is 0.300.0

The reason is: Verification failed! It is strongly advised to NOT install the stable ELPA repository and report it on GitHub.

I hope this is the right place to report it. It'd be helpful if I could see what was being executed to verify as it may be a pathing issue in the environment.

I think it is better to raise those issues in spacemacs repo. Someone just did have the same issue, as mentioned there,I think it is normal at this moment: syl20bnr/spacemacs#14885
