Describe the bug

case 1: levels are actually the same, see file:
CARB/IV/30oct12/civcol.dat, CARB/IV/30oct12/civosc_a12_split.dat
label: 5s_2Se[1/2], 5s_2Se

case2: collisional data has split levels but the upper level is not split in the levels data.
CARB/IV/30oct12/civcol.dat, CARB/IV/30oct12/civosc_a12_split.dat
labels: 5p_2Po[1/2], 5p_2Po[3/2] in collisional data, 5p_2Po in levels data

case 3: collisional data has non-split levels but levels are split in the levels data.
CARB/IV/30oct12/civcol.dat, COB/III/30oct12/coiii_osc.dat
labels: 3d7_a4Fe,

is there a case 4 and 5?
fix case 2 first> then case 3
