This proposal advanced to Stage 2 on July 25th, 2019. The following delegates agreed to review the specification text as part of the requirements to advance to Stage 3:

In addition, an ECMAScript editor review is required for advancement:

Happy to volunteer as a reviewer if need one. Apologies I didn't do this earlier before the current in-progress plenary but I'll be able to review before the November meeting.

@Waldemar, @syg, I'm hoping to propose this for advancement again at the next plenary meeting. I'd appreciate it if you could take another look at the proposal and open PRs and provide feedback.
