Do not hide, keep the popup unless until user taps on it?

I am showing user the popup on push notification.
I want user to take immediate action.
I do not want to hide the popup.
I want to keep in on the screen. Unless until user taps on it.
Is it achievable. If yes please guide me how can I do this.

I've had such a long duration to the Message that essentially my users need to tap on it to dismiss the message notification.
