We now have a temporary work around -> https://github.com/timvideos/qemu-litex/blob/master/build-litex-qemu.sh

Before we can send stuff upstream we need a way to configure a litex board without needing the header files.

Device tree seems to have been vetoed? Something simple like CSV, ini or other plain text system would probably be good.

@shenki do you know if there is a config file format parser already in qemu?
