The reconfigure parameter for network_config is dysfunctional because no available provider has the reconfigurable feature.

Add it to providers on platforms where we can do this.

Sadly, no. This basically just documents a currently know issue (i.e. unimplemented feature) to resolve all the head-scratching in #86.

Any work on this has yet to be started.
