bug: big dependency with waku.sandbox nodes for a node to joing The Waku Network #3043

Problem

If waku.sandbox fleet is completely off. That makes a node not able to join TWN. This is expected for new joiner but nodes that already were connected to TWN should be able to quickly participate in TWN too even though the waku.sandbox fleet (current bootstrap fleet) is offline.

Impact

Important dependency with waku.sandbox that should be mitigated.

To reproduce

Avoid connections with waku.sandbox and try to join TWN.
With that, the new node could barely find other nodes or even not peers at all.

Expected behavior

The node should quickly participate in TWN even though the bootstrap fleet is off.
