create master build artifact

upload artifacts to github for master builds, probably want a tar.xz (can worry about deb/rpm later, unless there's an easy way for that too) for Linux and a zip for windows? unless there's an easy way to make a windows installer or something... will need to write instructions on how to use those artifacts as a user.
