原因

从最近任务划掉任务卡片之后还有一堆的常驻服务，不希望他们常驻

游戏下载服务，视频缓存，ADDownloadService，SmallAppService 等

功能简述

禁止启动对应的 Service，可能还需要处理一下他的保活逻辑等

功能逻辑

可以加个开关吧
