I've solved this ploblem, I simply deleted everything in repositories folder, and then run webui-user.bat, it worked just fine

You have to check the repositories folder, and make sure everything in this folder are complete. But I don't know what resources are needed in the folder, you can try delete one of it like the "stable-diffusion-stability-ai" folder and then run webui_user.bat to see if it can be downloaded and cloned. Or just simply delete everything in repositories folder and tun webui_user.bat to redo the clone, that's what I did.

if you are still interested, you just have to delete the repositories folder and launch webui, it will give you the same error, then what you have to do is just launch webui once again and it should work.

One day ago, I am find the resaon, I'm in China, so I must change the VPN to Global mode, it works, ho.....

Here's what worked for me:

1. Delete the Repositories folder and rerun the webui-user.bat file.
2. If that did not work, delete the Repositories folder again and try connecting to a different internet source.
3. Then run the webui-user.bat file again.

I'm in CN and have been having this problem with code128 for a long time. I just solved it by downloading the integration package and directly copying the "repositories" file inside to the SD.

just select the web user file and in properties give it a full access that solved my problem
