Description
Fedora 29 has been EOL for quite some time and Fedora 35 is the current release. Update the tag to 35, which is the most recent stable release.

Testing Guide
No changes to the testing process.

Thanks @major for the contribution. However, this Dockerfile.fedora is not used at all in our build pipeline and it has been left unmaintained. We use Dockerfile.centos instead (which has become a problem since Python 3.6 deprecation (#19858 (comment))).

I did a very quick test to manually run the commands from the docker file with fedora:35 and it works well.

Let's merge this PR anyway and if any issue comes up, we can fix it later.
