Using FQDN when connecting to nodes and enabling Arc (#15174)

-Using fqdn while connecting to cluster and nodes.
-Using AAD retries in Arc AAD application setup.
-Returning ErrorDetails in PS output stream for WAC to handle incase of RegisteredButArcFailed.
