When a customer tries to scale VMSS using Terraform, since the current definitions do not have publicIpPrefix property, the new VM will be assigned a random IP address which is outside the range of public Ip prefix. Customer has to resolve the issue by deleting the Vmss and recreating it. This PR tries to resolve the issue by adding the publicIpPrefix property in the JSON definition which is used to generate a request for VMSS update. Could you please approve the breaking changes in this PR?
Breaking changes:

Some request paths change the casing (virtualmachines => virtualMachines)(5 instances)
Justification: This was requested by the Swagger team @dapeng Zhang for .NET SDK track 2 generation issues. I have checked with the CRP team that “All url in CRP is case insensitive in fact. It’s fine to update ‘virtualmachine’ to ‘virtualMachine’ for consistency in swagger.”
Adding default response is flagged as a cross version breaking change
Justification: improve the quality of swaggers. There were LintErrors for operations not having default responses. Now adding them flags breaking change.

This Swagger release has been delayed significantly. A timely approval would be much much appreciated!
