update types and descriptions for Terraform modules

Description

• Fixed some warning notifications due to missing types and outputs/variables files.
• Added sensitive flags to some variables.
• Updated some descriptions for better documentation.

These changes were tested in Azure Commercial and Government (usgovvirginia).
