Package track2_azure-mgmt-consumption

You can install the package track2_azure-mgmt-consumption of this PR using the following command:
pip install "git+https://github.com/AzureSDKAutomation/azure-sdk-for-python@sdkAuto/12194/track2_azure-mgmt-consumption#egg=track2_azure-mgmt-consumption&subdirectory=track2_azure-mgmt-consumption"

You can build a wheel to distribute for test using the following command:
