Drop of some rules from SLE 12/15 profiles

• _The following rules accounts_passwords_pam_faillock_deny, accounts_passwords_pam_faillock_deny_root, accounts_passwords_pam_faillock_interval, accounts_passwords_pam_faillock_unlock_time are removed from SLE 12/15 profiles _

Rationale:

• All rules use package/technology which is not supported by SUSE
