Fix in sshd_use_approved_ciphers

• The fix corrects some of SLE 12/15 profiles

Rationale:

• The current ciphers in use are not recommended because they are not strong enough

I'm waiting for a ComplianceAsCode member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
