[Stabilization] remove irrelevant rules from PCI-DSS profiles #11337

Description:

  • remove rule service_ntpd_enabled from RHEL 8 and RHEL 9 PCI-DSS profiles
  • add warning to the rule

Rationale:

The rule does not make sense on RHEL >= 8 because there is no ntp package nor ntpd service.
