Update STIG version for SLES 12 and SLES 15

Description:

I updated the XML file for DISA-STIG SLES 12 and SLES 15 to the newest versions. I also updated the version numbers in the corresponding profile files.

I'm waiting for a ComplianceAsCode member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
