Fix banner_etc_issue_net in Ubuntu 22.04

Description:

• Initialize the DoD banner variable in the rule UBTU-22-255020
• Fixes issue that will caused by Misc CIS/SLE* related updates #10161
• Fixes issue OpenSCAP Ubuntu 20.04 STIG Profile Issue with Banner Test #11985

Rationale:

• If not initialized, the corresponding tests would fail
• The same as Fix banner_etc_issue_net in Ubuntu 20.04 STIG #12032
