Add updated manual DISA STIG XML reference files

Description:

DISA released new updated manual STIG files for SUSE Linux Enterprise.

• U_SLES_12_STIG_V2R3_Manual-xccdf.xml
• U_SLES_15_STIG_V1R2_Manual-xccdf.xml

This commit updates those files inside the reference directory.
