Enable RHEL9 for kernel-related rules #6966

No sysctl variables were deprecated.
Rules for kernel modules are about disabling them, so there is little reason not to enable them for RHEL9 as well. Besides that, all modules are relevant, except the dccp and freevxfs ones.

@matejak I can't see any RHEL 9 in the sysctl rules.

No sysctl value has been deprecated in modern kernels.
Aside from the fact that module disabled rules are applicable to any OS, as modules can make their way to systems in unexpected ways,
all modules are relevant in context of modern kernels except the dccp and freevxfs modules.
