Prepare to solc-typed-ast v16.0.0 release

Changes

• Update dependencies (including fixes for Bump semver from 7.5.1 to 7.5.2 #231 and Bump word-wrap from 1.2.3 to 1.2.4 #234), use solc-typed-ast v16.0.0.
• Adapt to use InferType.isFunctionCallExternal().
• Update test artifacts to respect SPDX-License-Identifiers at the beginning of source units (that are now written when AST is written to a code).
